Happy New Year to all you folks.  Since I did not win the Million $ PA New Year's day lottery, I need to continue working.  Hence the following work related item is addressed herein and I would appreciate any help on resolving it.. 

Does anyone have information on a test method/test equipment that an OEM can use to verify, during receiving inspection, that tin-lead plated component leads contain the required minimum % of lead.  For example, most mil-specs for tin-lead plated component leads require that the Pb content be a minimum of 3%.  What testing can the OEM do do determine this either on a lot sample basis, or otherwise on a 100% component basis, and what are the costs involved for the test equipment and for
