IPC 620 was generated to prevent having to replace wires from beginning
to end, but maintain reliability. Often, the wire is part of a complex
harness, and the harness itself would need to be completely removed from
the assembly. This is quite an expensive proposition on an avionics
harness for example, or an automobile or heavy machine where the harness
may contain several thousand wires and cables tied, welded, soldered,
and potted together at various points.

        Hi Neda:
                  Replace the individual broken wires from beginning to
end. Avoid splicing, unless you get a written approval from the customer
using a proved method of splicing.

Is there a wire harness rework/repair standard that will meet class
three requirements. I checked IPC -7711 and the wire splicing  methods
are low conformance. What, if any, rework/repair method will work for
military applications to avoid scrapping expensive wire harness
assemblies.
