Good point about the wash and the soluble stuff. Also, sometimes the
peelable maskant can peel off in the water wash, so you want to remove
it after wave solder, but prior to wash.

It means a water soluble temporary solder mask. These products, as the
name implies, are washed-off after "use". But be careful to ensure that
your washing process will tolerate this stuff in your drain or filter
circuit.
