Rick, lots of heads spinning along with yours on this requirement from your auditor. 

Of course, you would probably really put the individual in a spin to show him/her how to read the standard.  Clause 1.7.3 of J-STD-001D states:

"1.7.3 Appendices
"Appendices to this Standard are not requirements unless separately and specifically required by the applicable contracts, assembly drawing(s), documentation or purchase order."

If such documentation exists, you then got to Appendix B, Clause B-2c.  There are no "shall" words (see clause 1.5) in the appendices. Subclause c. says "Operator selected or rated temperatures of soldering systems at idle/standby SHOULD (my emphasis) be within +/- 15 º C [+/- 27 º F]. 

So unless you have other documented requirements (that would supersede the J-STD001D anyway per 1.7 and 1.7.1) and you measure BOTH ways to satisfy the auditor, there isn't any penalty if your idle temps swing more than +/- 15 º C [+/- 27 º F] because it isn't a hard requirement per J-STD-001D.
