One slight problem with this from a practical viewpoint.
If you have 5 microns of plating on a 0.5mm pin then scrapping 1 square
metre of pins will generate 0.05 grams of plating. The laboratory we use
for testing requires a 5 gram sample, this would require the plating to
be scrapped off an area of 100 square metres.
If any one knows of a method of scrapping plating of small pins without
any contamination from the base metal please let me know.

It sounds to me like the connector supplier does not understand what
homogenous is. You however are understanding it correctly.
Indeed, homogenous materials (as far as ROHS is concerned) cannot be
mechanically separated. So on a connector pin, the homogenous part is
definitely the plating as this can be mechanically scrapped from the
rest of
the pin.
