The exemption seems to be applicable to equipment used in telephone company, ISP, satellite relay, tube, etc.  However, they should not be classified as e waste and will not come from household waste.

In RoHS Directive, item 7 in Annex exempts lead in solders for network
equipment.  Is it applicable to consumer products like broadband router,
network card, usb adapter, etc.?
