Well, to add to those mentioned and because I'm biased.
Cadstar is a high end package and Zuken do Cadstar Express at cadstarworld.com which has all functions available except a 300 pin limit, but is more than adequate to teach the principles of use etc.

It all depends what's used by employers in your vicinity.

It's also available to the students freely.
