It is true that sprays have surfactant qualities, allowing the micelles
to adhere to neutral surfaces, through their lipophilic "end". The
hydrophilic end is therefore exposed to the air and, as they are
hygroscopic, they absorb moisture from the humidity in the air. It is
the monolayer of water molecules that is slightly conductive. Whether
such a coating would wash off or not depends on the strength of the
hydrogen bonding between the micelles and the substrate and whether
additional detergents are used in the wash process (sometimes
inadvertently as much tap/DI water contains ppms of surfactants).
