So, if I have a hole that is non-plated, but has a pad, it is supported,
rather than non-supported and the .002" annular ring requirement (Class
3) applies?  Then an unsupported hole, which has no plating and no pad
has an annular ring requirement (Class 3) of .005"?  Where will the
annular ring come from? 

The support is the plating in the barrel.

A non-plated hole can be a supported hole.

i.e. a non-plated hole with pads or a copper ring around the hole.

The support is the barrel.  Plated holes are supported and non-plated
holes are unsupported.

In IPC-A-600 it talks about minimums for external annular rings...but I
cannot find a definition for supported or unsupported holes.
What is the difference?  Does supported have a trace attached?
