Check out IPC-2221A sections 9.1 and 9.2.
Basically unsupported holes are holes through the board that do not contain
any support such as plating or pads where as a supported hole does contain
one or both.

In IPC-A-600 it talks about minimums for external annular rings...but I
cannot find a definition for supported or unsupported holes.
What is the difference? Does supported have a trace attached?
