Have you looked at IPC-A-620 "Requirements and Acceptance for Cable and
Wire Harness Assemblies"?

Is there a wire harness rework/repair standard that will meet class
three requirements. I checked IPC -7711 and the wire splicing  methods
are low conformance. What, if any, rework/repair method will work for
military applications to avoid scrapping expensive wire harness
assemblies.
