I think this is a mis-interpretation of part of the WEEE directive. Annex 2 states "As a minimum the following substances, preparations & components have to be removed from any separately collected WEEE"

There follows a list among which is "printed circuit boards of mobile phones generally, and of other devices if the surface of the circuit board is greater than 100 sq cm" (15.5sq ins)

The way I read that is that when the equipment is recycled the minimum that must be done is the removal of the circuit board unless it's smaller than 100sq cm. It doesn't exempt the board from RoHS.

There is also a footnote to the annex that says "the commission shall evaluate as a matter of priority whether the entries regarding circuit boards mobile phones are to be amended"


It's all clear as mud to me.

I have to share this tidbit from a phone call I just completed.
 
The vendor is under the impression that circuit boards of a small size,
smaller than a cell phone sized board, do not have to comply with RoHS!
 
WOW!
 
So, under that philosophy I could make my entire product a series of
dinky boards with tin/lead solder and comply.  KEWL!  Wait till
manufacturing sees this design.  <grin>
 
This same vendor told me he had a customer that suggested that even in
something the size of a Sherman tank that had an eye lash sized spec of
tin/lead solder the whole product was non-compliant.
 
There sure is room for interpretation in the Directive and look at the
misinformation people are working under.
