Normally, the most likely type of failure for this type capacitor is separation of the solder/metalization connection at the aluminum/polypropylene foil. The film/dielectric combination is wound in a coil then zinc metalization is added to the top and bottom of the foils. The zinc is then covered with tin/lead and a lead is then soldered to the tin lead area. What method would you recommend to determine failure rate?

Unless what is happening is a wear-out failure, the Weibull distribution may
not be the best statistical distribution to use.
