Hmmmmmmmmmmm I guess that would depend....

If the XRAY device plugs into the wall at 120, 240 or 440 and generates
the high voltage internally, I do not believe it is exempt.

If it were then so would every TV set which I believe generates high
voltage at up to 25 KV for the tube connections.

I believe that voltage regulation is meant to apply to the input voltage
not the internally generated voltages.

As others have hinted, RoHS Article 3(a) states that a device operating
at
or above 1000vac or 1500vdc is outside the scope of RoHS. Your x-ray
generating device is most certainly operating above 1500vdc. Being
outside
of scope is arguable "better" than an exemption because it implies there
will be no 4-year review cycle.
