Greg,
I can tell you what doesn't work: 
1) jar mill - you can tumble a cut up printed circuit board with
zirconia media for a week and it will not be dust.
Ika Werke M20 with tungsten carbide blades - works great, until you get
metal/plastic/glass dust down in the workings.

I suggest you talk to Retsch they have some great grinders and they are
selling to Motorola and others.  They are $$$, but you get what you pay
for.

Does anyone have suggestions for printed wiring assembly (PCB) shredding
equipment?

The requirement is to safely and economically destroy relatively small
numbers of boards such that their function cannot be determined.
