It certainly would make most sense to send the unpopulated boards back
to the board house for rework. However, if the product was not built
domestically, the freight back and forth would more than offset the
rework costs if done locally. I have heard that a rubber or soft plastic
mask and a soda blaster works well for a problem mask removal such as
Randy's. FWIW
