Another way is to remove a small amount of solder from different solder
joints and send it to one of the solder analysis companies, just as you
would a solder sample from a wave solder pot. It may not be as accurate
as some of the other methods, but it will certainly be a low cost method
that would give you a pretty good indication.

Carl,

To answer both of your questions, SEM/EDS analysis is a good way to see
if it's a Pb-free solder or Sn/Pb solder.  If you have XRF with
elemental characterization capability, that should work as well.  The
instrument chambers should accomodate most sizes.  If not, a tiny amount
of solder can be removed from one location for SEM/EDS analysis.
