Dielectric performance of metal?... I think you mean electrical performance
but maybe the question does, in fact, relate to skin effect.

It will be frequency dependent as has been noted.

The assumption is that this is RF based on the use of Teflon and the magnetic
properties of nickel are not going to help the cause, that aside gold over
copper has been used in the past for RF/Teflon boards. Silver is another choice
and tin has also been used over the years.
