The product won't function without it so I'd say it's part of the
equipment as supplied.
It's what you supply not what gets used in the field that's covered by
RoHS.

I have a question on power leads, for the forum.
Normally, power leads are separable (i.e IEC320 to country specific wall
plug), which we usually supply as part of a separate install kit.
However,
for units that have a fixed power lead, this cable would form part of
the
unit and thus covered by RoHS.
So would the separable power lead be covered by RoHS as it is not
officially part of the unit?
Also, we don't have our name on the cable, so we would have no control
over whether the cable we supplied was used or not, so even if we had
RoHS
compliant leads we would not be able to guarantee what cable was used.
