If your problem is fractured SJs, than reflowing   the assembly will reset
the clock to zero and the assembly will be as reliable as when it was first
produced. However, havinge solder joint failures indicates that the design is
flawed from a reliability perspective,
For problems with PWBs, your only option is to scrap it--you may salvage some
of the components. PWB failures most often are caused by manual repair/rework
procedures--sometimes even at the original assembly soldering processes. This
indicates that the quality of the PWB is inadequate either because of its fab
quality or because of its design [resin/copper choices, plating thickness,
lay-up] for the procedures carried out.
