A really good one is available from Heraeus (sp?). The solder paste
company. It is called the Benchmarker II. It has a full array of test
pads for wetting, agglomeration, 0201 process testing, paste slumping,
etc. etc. and is available in any finish you choose. Heraeus will send
the gerber files to any pwb vendor you wish to have make the boards, as
well. They will also send the gerber data to any stencil maker. These
are really good test boards for a variety of qualifications.

Many of the solder manufacturers have them. I know Practical Components
has them. And I designed one for our through hole system.

solderability profiles for SMT boards with HASL finishes or immersion
