Since nobody (to my knowledge) has done any sort of research on the fluoborate baths in years, this could be an issue if the bath is made up in the way they were traditionally, but, modern baths tend to be higher in acid, and lower in metal, and this should at least minimize the problem.

Recall, my initial issue with Sulfate and Methane Sulfonate baths was because of the potential for etch voids at any current density, but especially at the lower CD areas, so switching to fluoborate should minimize the Stannic oxide caused etch voids, and by adjusting acid/metal ratio, you would only get better.

As I recall (and I am old enough to recall!) etch voids did not seem to be an issue in the era when fluoborate baths were the rule, rather than the exception.

I do not recommend your "plating" the lead out of your Tin/Lead bath, it is
too uncontrolled.
(And actually, it would, theoretically, take you forever to get to true
"no-lead"..it would just keep getting less and less.)

I do recommend you start over, using the fluoborate electrolyte system,
rather than the sulfate, or methane sulfonate system.

Sorry to have been unclear in my recommendation.

I think the Fluoborate electrolyte is THE way to go, but if you go there, do
it suddenly, not gradually.

And always remember, free advice is often not worth what you paid for it...
