The 60-5175 is very accurate and repeatable, however the main issue in
hitting the hole centers are problems in true position.  I in the case
of a mechanically drilled hole, you have these hole to hole tolerance,
coupled with its relationship to the tooling holes for the coupon.
Microvias using dot pattern/laser remove the hole to hole component, but
still have the reference to tooling issue.  Running a process of
+/-.005" TP will put you outside of the 10% hole centers on fairly large
vias.  We have difficulty in volume grinding with holes less than .010",
mechanically drilled.
