Mike,
The government wants to insure that only U.S. citizens are
allowed to view USG data or hardware. I believe its an ITAR related
issue. If a person who is not a US citizen views the data it is
considered an export. So if you are performing on any USG contracts or
defense related orders (like a LMC contract), that implies you must
limit exposure in your plant to US citizens only. Usually, the
Department of Trade Controls (DTC) will insist you register and apply
for a DTC number. Again, it deals with the same issue. Hope that

My company has a CAGE code but we have been requested to complete Form
DD2345 (Military Critical Technical Data Agreement) to register this
CAGE code.
I've tried to find a clear explanation of the need/purpose for doing all
of this but the bureaucratese is preventing me from doing so
Can anyone on this esteemed forum provide a simple explanation?
