I think this was mil spec for unclad material
I got the following from:-

Good morning all,
I have a customer spec'ing a PCB from laminate meeting MIL-P-18177/GEE. I
can't seem to find a copy of the MIL-P-18177 spec but an internet search
turns up reference to this spec and FR-4/G10 materials. None of my material
spec sheets make reference however. Can anyone shed some light on this
requirement.
