There are many differences between 6012 and 31032.  First of all, 31032
requires the customer to specify many of the attributes that 6012 defines.
There are some defaults but overall the intent is to allow the customer to
specify the requirements, not the government.

There is a requirement (possibly the main part of 31032) to provide a
quality plan that the US government must approve prior to listing on the
QML. (Qualifiied Manufacturers List)

As far as limiting 31032 to US companies only this is the first I've heard
of it. I know that Canadian companies are being certified...
