What TechNet is now is a listserv: an email gets sent to the main address and is redistributed to all the subscribers mailboxes.
 
A message board is a forum contained on a Web site. Threads are labeled and self-contained; in other words, you can pick and choose which threads you want to read/post to. It's easier to navigate and to quickly refer back to subjects you may have missed. And while the big benefit of a listserv is that the mail comes to you, you can always set up your personal account within the message board to do the same.

I would suggest that IPC switch TechNet from a listserv to a message board. The volume and diversity of threads is much more conducive to a message board.
