In the US, I would send you down to your local supermarket to buy a bottle of silver tarnish remover....

Another way to do this, depending on your situation is to find a mildly alkaline detergent solution, and pour the silver flakes on to a piece of aluminum foil, and immerse in the mildly alkaline detergent solution... this will reduce the Silver oxide to silver metal...
