I agree with 11 max (7 was just the other number in craps).

(For the record, if first base is occupied with less than 2 outs, the
batter is out on a 3rd strike passed ball)

If in the first AB, the batter gets a passed ball 3rd strike, even if a
runner was picked off or forced out instead of the play being at 1st, that
half inning would be over and the last guy up would have had 3 strikes. He
wouldn't be up next inning. So the question in this case might be:

What's the maximum number of outs on an official scoresheet in a nine
inning game?

Side question: What's the maximum number of K's can one pitcher be credited
with in a nine inning game?

(Dewey - I ended up with the other $20; not sure how it happened but it's
right here)

I believe that the rule on a passed-ball third strike requires that the
batter must then be put out at first base.  I don't believe you can
force another runner at another base (i.e. tag home plate if bases are
loaded.)  So, the answer is 11 as noted in scenario 2.

I vote for scenario 2. On a passed ball on a third strike, the runner
either reaches first base or is thrown out. In this case the runner that
was on first base is thrown out instead, ending the inning and the at
bat.

D'oh, you are correct. I forgot about that rule.

So the count is 3 and 2, man on first, whoops, person on first, the
pitch comes in, gets past the catcher for a passed third strike, catcher
picks up the ball and throws out the runner going to second to end the
inning. Because the batter was never thrown out, is his at-bat over, or
does he come back and start the next inning? If so, he can see a total
of 6 pitches in the first inning, and in the next inning could see six
more. Therefore the limit would be 12.
If the passed third strike and subsequent unrelated throwout at second
kills the first at-bat, then the most he can see would be 5 in the first
inning, and six in the second inning (3 balls and 3 strikes, even if one
passes). So, the limit is 11 possible in that scenario.
Which is is it?

No, that is considered one at bat.  If there were a runner on first base
and he gets picked off for the third out, the batter returns to lead off
the next inning and it is considered one at bat.

Would it be 11?
If a batter was facing a full count with 2 down and a runner was put
out, then his at bat would not be completed.
At the start of the next inning he could then face a max of 6, giving a
total of 11 pitches faced in a single at bat.
My best guess.
