It's not "hard for anyone" to answer, most of use will answer just about
anything to put our 2 cents in...except me of course.

You forgot #5. Can we do it right the first time?

Having said that let's ask some more questions

6. Is rework really necessary?
7. Do the icicles meet 610?
8. Can something be put in place to 'cover/shield' the capacitors to prevent
contact resulting in protrusions?
9. As an alternative to placing new operators there, can the existing
operators be trained to perform that task without contacting the capacitors?

Just points to ponder...
