Hi Jeff and fellow RoHS/WEEE sufferers,
I don't think you need a Declaration of Conformity, for two reasons:
1. The RoHS directive doesn't require you to produce a DoC anyway. A DoC
is only required for CE-marking directives, such as EMC and low-voltage
directives. RoHS is not a CE-marking directive.
2. Even if RoHS was a CE-marking directive, if your product is outside its
scope, you don't need to produce a DoC. (Situation akin to "components"
and the EMC directive; components do not have to meet the requirements, so
no CE marking, so no DoC.)
Of course, you will probably need to put something in your user manual
and/or sales literature to explain that your product is outside the scope
of RoHS.
