Excellent questions. The document was written and ratified by the EIA membership -- component suppliers mostly -- and it's hard for me to say at present where it will lead to. I do know this. There are at least 5 companies of varying sizes that are implementing the standard right now. One is a major SE Asian company.
It might be worthwhile to look back at how ISO gained momentum as a prelude to what may happen here.

<There's a new EIA standard out (released in May) that covers some of the
things being discussed here. EIA/ECCB-954, "Electrical and Electronic
Components and Products Hazardous Substance Free Standard and
Requirements," identifies procurement routes, traceability, handling and
corrective actions for electronics designers and manufacturers. It
stipulates processes for products with hazardous substances. It's very
similar to ISO in that it focuses on what needs to be documented.>
I have heard about this or maybe a similar standard by another industry
group.
Do you have any idea who is paying attention to this activity, i.e. who
will adopt this particular standard. Right now my guess is VERY few.
