Hi Ken, Todd, Bev, etc, , IPC LF Listservers,
This is my first take based only upon reading Todd's notes and then Bevs. I
might change after reading more of this tread,
By The Way this is GREAT!!. A battle of minds, engineers, scientists, long
before the European Court has a clue and gets confused by data and emotions.
Intent vs Knowledge.
If a supplier intentionally adds lead (Intent) and then still squeaks under
the 1000ppm limit via highly accurate technical physical and chemical
analysis, I would say they may and should have difficulty.
If a supplier does his/her/it's best yet in testing determines (Knowledge)
that lead (Pb) is still present in this SCREWY (i.e. quite difficult to
legislate and measure) homogeneous material definition they should sail
through with less difficulty.
The BeTwix and BeTween.
Now let's say I have a supplier who is adding (INTENT) less than 100ppm or
maybe 200pm compared to a supplier (KNOWLEDGE) 707ppm DO I punish the
100ppm supplier and let the 707ppm sullier continue business as usual.
