Let me try and briefly explain the inter-connect, then we can move on
down
the road.

A highway built under the Federal Aid Highway Act of 1956 and funded by
the
federal government is called an Interstate Highway, even if it doesn't
cross
state lines such as beltways. They are not connected to the continental
highway system but are part of it. Built to it's designs and standards.

BTW Alaska also has interstates as does Puerto Rico.

If you notice the Hawaiian interstates do not use the Interstate "I"
designation such as I-5. The carry an "H" designation as in H-1. Alaskan
highways us "A" and Puerto Rico uses "PR"
