We have done work with these new materials and they have several
advantages over traditional FR4 for High-Rel applications, as well as
being a viable candidate for RoHS compliant requirements. I know some of
you will be concerned that I am staying away from this dicey topic, but
we are not stating phenolic filled or cured systems to classify these
materials, we are calling them non-dicy cured systems. 
This will be reflected in the new slash sheets of IPC-4101/ 99 / 101 /
121 / / 124 and possibly / 126.

Joe,

a few months ago I had a chat with Dick Woolley of Tyco's PCB division.
He recomended the phenolic filled resin systems as being a must
requirement for a PCB supposed to be ready for  lead-free. Although the
verbage is slightly different, something tells me we are talking about
the same thing.
