Not sure about that, but I do know that they (China) are not considered a free market economy and as such are probably in violation of US or WTO rulings. But unfortunately in the minds of some people the U.S. government has sold our economy and our future to a communist government. 
Happy, you say that our politicians don't like the government of China but to some folks it looks like they either LOVE them or fear them so much that they and some big companies (who just see $$$ for their stock holders - but maybe that is their duty?) are shortsighted in their wish to appease China. 
I'm all for free trade as long as it is fair trade. It seems sometimes that our politicians think of themselves first (reelection), their party second, and somewhere down the line they bring home a little bacon to keep the constituency fat, happy and IN THE DARK. (pay no attention to the country behind the curtain!) While we're complaining about lead free and whether to stop fillibusters and crap like that, they are selling us down the Yellow River. Napoleon said that China was a sleeping dragon and woe unto he who wakes the dragon. I think it is awake now

Is China still considered a "developing country" and exempt from certain
regulatory rules?

Well Bill......
I'm glad you got that off your chest!  I agree with you but politicians
do DO STUPID THINGS.  I don't think the facts will sway them now.  Even
worse, come July 1, 2006 they will probably pick on a BIG AMERICAN and a
BIG CHINESE company that are slow to convert and CRUCIFY THEM with
TOTALLY UNREASONABLE FINES and RESTRICTIONS.  Politicians are like that
and they don't like us and the Chinese right now.  They will want to
show that they are in charge and that the entire world will have to bow
to their will.
This is NOT a Health, Environment or Safety issue - - THIS IS POLITICS
and ECONOMICS !!

Save your energy until after July, 2006 and let's see what happens.
Maybe then we can write the editorials to the EU public about all the
higher prices they are paying, complements of their EU Politicians.  The
French and Danish Publics have already shot down their new EU
Constitution and the Italians are suffering because they can't devalue
the currency.  Just be patient!
