Hi Gordon! As a Materials & Process engineer, one of the "rules of the
materials universe" is that an investigation to improve or find a
substitute of an existing material or material system will result in one of
two outcomes: 1) success; 2) failure. Having an unsuccessful outcome is not
a reason for not making an investigative attempt. Any investigation should
be undertaken using good physics based principles and effective resource
planning (cost/schedule). Your discussion point is well taken -
investigations need to be conducted smartly.
By the way, I think I have the "lead into gold" process worked out,
unfortunately the elimination of lead by environmental legislation will rob
me of processing material. And I was so close! : - )

Dave Hillman has stated that his company is on a quest for a
RoHS-compliant substitute for the hexavalent chromium conversion coating
that is as good as the presently used Iridite(tm) coating for imparting
long-term resistance to corrosion in the use environment.
I wish him well, but I think that one ought not to overlook the
possibility that the quest just might not succeed. That is, for any
given need, it is entirely possible that the best solution has already
been found and that there is no other solution that is as good - no
matter how diligent the search and no matter how bright or noble the
searchers.
As I recall, a JG-PP effort some years back to find a paint primer as
good as chromate was eventually abandoned without success. Let's not
forget the $25M Air Force program in the 1980s to find a way to mount
large leadless chip carriers to boards in such a way that they would
survive a large number of thermal cycles. Farther back in time, quite a
number of people seriously attempted to build a perpetual motion machine
and others tried to find the philosopher's stone to convert lead into
gold.
If there is no way to match the performance of hexavalent chromium
conversion coating, then complying with RoHS will, perversely, increase
the waste stream. It will not, of course, contribute to human health or
the environment.
