Hi Steve,

I had a similar issue with AVX capacitors. There were lots of defects
during electrical testing and some weird things going on during
soldering (parts that were placed close to the edge of these caps were
blown away!). After complaining at AVX they told us that these parts
were moisture sensitive. There was no indication of it in the data
sheets, and the label didn't mention it either. After lots of
discussion they agreed to put a notification on their labels about
storage and processing, but they refused to adhere to the IPC/JEDEC
standards on which I based my internal procedures. Now we are treating
these parts as MSL 3.
My general procedure is that if a part is not a BGA, QFP or something
that comes in a tray, and there is no MSL-label on the box, it may be
assumed that the part is not moisture sensitive. We need to keep it
workable....
