This is a loaded question. Your going to get a thousand answers to this one. I think it gets to the bottom line (what you can afford). I would look at getting the most capabilities for the budget that you have. I can't quote prices (just don't know). We use PCAD it has a intergrated schematic and PCB layout platform with some additional libraries and autorouter. The autorouter needs work. There's add-on programs that are sold for AutoCad. Pads (owned by Mentor)used to let you pair it down to the modules you needed. There is also Orcad (owned by Cadence) which I know some people that are using it and like it. I'd find out what you can spend and then look on the net for the best system you can afford. My company is small and doesn't currently need all the capabilities that big boys (Mentor and Cadence) can give you. We just are now getting designs in the RF range and around 25-40 new designs a year.
Best of luck,
Here are some links you might want to checkout.

Subject: [TN] CCT designing software

Hey guys I'm new on here. I'm working as a research engineer at Concoat
Systems. Just a quick question. What do people recommend for an electronics
circuit design package? It doesn't have to be top of the range and come with
all the trimmings, but it does need to be able to convert the CCT design
into a format able to be printed for PCB construction as well as the usual
circuit drawing capabilities.

Cheers,

Mark Griffiths
