If you want a list of Pb-Free surface finishes here are some I would put
on the list

Pb-Free HASL
ENIG
Immersion Tin
Immersion Silver
OSP
Flash Gold (electrolytic NiAu)

If you want my recommendation it would be immersion silver.

However, since I do not know what board and component technology is used
on your product, nor do I know what assembly processes will be used or
the end use environment and conditions for your product my
recommendation or the others you get may not be the correct surface
finish for your use.

If you are talking about PWB metallization, I would recommend ENIG. It
is compatible with both Tin/Lead and Lead-free.

Does anybody out there have Board surface recommendations for a RoHs

A matrix would be preferred. I don't seem to recall seeing any such type
of document or discussions on TechNet so any help would be greatly
appreciated.
