Laser/photocopier toner is a powder comprising essentially a wax and a
finely ground pigment. I would be VERY surprised if black toner
contained anything reprehensible, as the pigment is essentially carbon
black, which is produced industrially by the condensation of sublimed
carbon produced by burning a hydrocarbon with insufficient oxygen to
ensure complete combustion (e.g., the black deposit on the chimney of an
oil lamp with too much wick exposed). Coloured toners may be different,
but I doubt whether pigments like cadmium yellow or litharge would be
used, as grinding them would be a very hazardous process.

I would also be very surprised if the wax could contain any
RoHS-designated substances, either.

But have you thought about the label itself or its adhesive? :-) :-)
