On July 1, 2003 there has indeed been on a ban on lead, mercury, cadmium
and hexavalent chromium for the automotive industry per the EU's ELV
(End of Life Vehicle) directive.   Since June 27, 2002 the electronics
sector of that industry has however been operating under an exemption.
To summarize that exemption: 

"Solder containing lead and lead components in printed circuit boards is
exempted but must be labeled or made identifiable. Dismantling required
if the content exceeds 60 grams per vehicle." 

What this presently means for EEE suppliers to the automotive sector is
disclosure of chemical substances present in parts & assemblies.  This
is done in order that the automotive OEMs can produce disassembly
manuals. The intent is that at some point in the future, these manuals
will be used to disassemble a car, so that it can be properly recycled.
In this a fashion a vehicle can be formally "de-registered" by an
official site, and a certificate to that effect be issued to the former
owner.

No one is sure how long the exemption will stay in effect. My guess is
that the EU will wait and see how well RoHS and WEEE progress until they
provide a date for the elimination of the exemption.

Exempt for American automotive, perhaps.  I'm not really sure.

Exempt for Japanese manufacturing?  No.  Right now, 75% of our products
utilize lead-free processing.  The remainder are on schedule to change
within the next 18 months.

If you're not affected now, you soon will be.
