Phil:  I am real sure that the question is not if the color is approved, but how they achieve the color...

I am sure that at one time, probably most colors had some potential pigmentation that was not RoHS compliant...  This brings up a delicious set of possibilities.. as when is "cyanide" cyanide?   As I recall Cyanide is not RoHS compliant... yet, in certain blue pigments, it is a key part... and so very thoroughly "tied up", that the pigments are completely non-hazardous.

There is a wonderful story related to all of this, about Aspen Colorado... about the EPA wanting to declare half the town a "superfund site".. because of the lead in the ground.   Aspen, however, is full of some extremely smart people, who got a court injunction halting the EPA for a year... then gathered up a lot of their lead containing soil,  and yes indeed, it contained huge levels of lead... and ground it up, and mixed it with rat chow.... they took two groups of rats, fed one straight rat chow, the other lead laced rat chow.   After a year, they sacrificed the rats, and analyzed various body parts for lead content... NO DIFFERENCE.
Seems there was an issue of "bio-availability"... The courts told the EPA to take  a long walk off a short pier, and watch out for the swingin' doors on your way outta town....

Today, only your vendor knows... and perhaps not even your vendor, but your vendor's vendor..

LIfe is never simple or easy.. and it seems to be getting less so..
