Blair,
How old is your white board? I wonder if it is pitted?  We often just
use a LITTLE IPA. But I would have expected the cleaner provided by the
marker vendor to be the best.  There are stronger solvents out there,
but I hesitate to mention them, as they may take the top coat off the
board or the "top coat" off your liver (not literally obviously)! 

DO NOT wax the board.  Even if it did make them easier to clean, it
would be because the marker is now not touching the surface it is
supposed to and would probably look crappy, IF you could get the marker
to work.  Ask the board supplier if they have some sort of rejuvenator
for their brand of board.  Read the MSDS first before buying/using.

I thought this would be a good question for Friday, not related to lead
in solder or anything similar....

We have a training / breakout room with large white boards on the walls.
The standard cleaner works OK for removing the markings left on for days
or weeks, but some still remains. Is there a better cleaning solution
(not likely, you would think that the experts in white board markers
would know how to remove this stuff if it sits dried for a while) that
will clean these boards?

Second question - can the white boards be waxed periodically to improve
their cleaning performance? What type of wax would be best?
