What we are dealing with here is change. 
One issue is the politics of change. 
The other is to bring about change. 
In this case engineers can look at the job security associated with change. Engineers are the people that can sort out the issues and bring about the changes that are required to make PB-free a reality.

From what I am reading it appears that we will have two processes one being PB-free and that other using that standard Sn-Pb. The costs may be higher but this is what we are being asked to do and why we are paid the big bucks.
