They should be rejected...

1. Determine (through your supplier) what caused the scratches, were they
a. HASL scratches, b. poor handling scratches, c. other process damage, d.
etc.

2. The dust you are seeing is most likely from rout, and not being processed
at final clean. Why are they not being cleaned?

3. Excess solder from poor air pressure, dwell, etc at HASL.

Taking all these into account my guess is they have some issues to resolve.
Seeing one of these conditions in a lot should not throw alarm switches, but
seeing 3 separate process indicators should be cause for discussions with
the supplier on what is happening there.

You would not be driving cost up if you take mutual action with the
supplier, working to identify and resolve the issues is a cost savings
actually...provided you both work together towards this same goal.
