Think about the fact that after the match has burned completely, it still contains phosphorous.
Think of the fire retardant as the match, after it has burned...

Boards have the material that is used in matches to keep them from burning? Interesting, It must be a special from of phosphorous.

Ken, Bev is correct, TBBPA which is the usual brominated retardant in FR4
(anybody heard of anything else being used?) is not currently targeted by
the RoHS legislation. There were rumblings coming from Scandinavia 12 months
or so ago about including TBBPA in the list of materials not to be used for
products carrying the Nordic environmental swan mark, but as far as I'm
aware it never went any further. The so-called halogen free PCB materials
(or at least the ones I've looked into for interest) use phosphorus as the
retardant.

Difunctional epoxies begin with brominated bisphenol-A epoxy resin as the
basic building block of FR-4. Most normal boards are NOT using any PBDE's.
Tetrabromobisphenol-A (TBBPA, I may have one too many B's in the
abbreviation, I'm not a board chemist.) is not an additive, but makes up a
large part of the actual board chemistry. There is a report out there that
shows that this material is not in the same league as the PBDE's for
bioaccumulation and is NOT included in the ban. How that helps. Regards,
