You are right. California's Proposition 65 doesn't totally ban the use
of the listed chemicals. It requires a warning label if a person's
total exposure to any listed chemical exceeds 0.1% of the amount that
could have an "observable effect". But to many of my clients, scaring
off customers with a prominent tag on each product saying "TAKE THESE
PRECAUTIONS AFTER HANDLING THIS UNIT" is effectively the same as banning
the listed chemicals.
