Well at a minimum ratio of two cats per pigeon we are definitely short
of cats. However what do we do with the cats once they have finished the
pigeons off?

Better leave things as they are pigeons are easier to scare off.

Yes, but if you have ever talked around Trafalgar Square or St. Paul's
Cathedral, you see that they are not that good a performing "throw a

amonst the cats".  Either that or the UK is tragically short of cats.
