Graham,
Are the resistors you speak of truly NIST-traceable?  I have never found
any that truly were NIST traceable.  Many were precision resistors, or
might have been "certified" by the supplier, but it stopped short of the
link to NIST.

What I have done is to get some of the high value precision resistors from
K&M Electronics in Massachusetts, load them onto a test board, have our
metrology people determine the values using NIST traceable or NIST
calibrated instruments, and use that as my standard.  That way, I give them
the card each year and not my equipment.   I will send a picture of one
such board to Steve Gregory to show what I am talking about.
